Jersey Water has today announced strategic changes to its leadership team, with the appointment of Andy Isham as non-executive director and Mark Manton as Chief Water Operations Officer.
These appointments strengthen the utility’s existing leadership team and form part of Jersey Water’s strategic direction for the coming years, which aims to build resilience and drive operational excellence across the business.
Based in Jersey and a qualified chartered accountant, Andy Isham brings extensive financial and boardroom experience to Jersey Water’s Board of Directors. In his non-executive capacity, he will also chair the utility’s Audit Committee.
Mark Manton, a Chartered Engineer with the Institute of Mechanical Engineers, has been a well-respected and committed member of the Jersey Water team since 2015. During this time, he has demonstrated his extensive leadership capabilities, expertise and dedication to the business.

The addition to our Board of Andy Isham as a Jersey-based non-executive director, combined with Mark Manton’s leadership appointment, positions us well to ensure that we can deliver on our strategic objectives and, most importantly, continue to provide high-quality services for our customers and safeguard the Island’s water needs.”
On his appointment as non-executive director, Andy Isham added:
“I am delighted to be joining the Board of Jersey Water as a non-executive director and chair of the audit committee. I look forward to being part of the experienced team and working to ensure the sustainability and development of the company so that we continue to meet the needs of our unique Island both now and in the future.”
Commenting on his promotion to Chief Water Operations Officer, Mark Manton said:
“I am extremely passionate about Jersey Water and the critical services that we provide for the Island so I feel very honoured to be stepping into this new role. I am looking forward to joining the Executive team and working alongside them to lead the outstanding team of people we have at Jersey Water, who make it all possible. My principal intent will always be to make sure that we continue to deliver clean, safe drinking water for our Island.”
Andy Isham replaces Antony Ferrar and Jo Dow who stood down as non-executive directors this year. His appointment will be confirmed at Jersey Water’s annual general meeting in February 2025. Mark Manton assumes his new role from 1 October 2024. This change in operational leadership follows the departure of Julie Taylor as Director of Operations in July 2024.

Andy Isham is a qualified chartered accountant and former partner at Deloitte with more than 25 years’ experience working with audit committees and commercial businesses. As an audit partner, Andy worked with clients in different commercial spheres, including utilities, retail, trading and financial services. He is Honorary Treasurer and Vice Chair of Mind Jersey and Honorary Treasurer of La Moye Golf Club.
About Mark Manton
Born and educated in Jersey, Mark Manton studied Mechanical Design, Materials and Manufacturing at the University of Nottingham. Following his degree, he started his career in engineering within the oil and gas industry, based in Cambridgeshire and London. During this time, he became a chartered member of Institute of Mechanical Engineers. After 15 years in oil and gas, he moved into the water industry in 2015 when he took up the role of senior mechanical engineer at Jersey Water. Before being appointed as Chief Water Operations Officer, Mark Manton held the role of Head of Strategic Operations. Highlights at Jersey Water to date include operating the Island’s Desalination Plant and working on plans for its future expansion and upgrades.
